Gaming Council
The Gaming Council is a 7-member elected body responsible for the research and analysis burden of index composition governance. It exists to make governance accessible to non-technical $GAME holders without sacrificing research quality.
Division of Labour
The Council's role is informational and procedural — not executive:
The Council proposes, researches, and publishes recommendations. The community decides.
A $GAME holder with no knowledge of specific gaming tokens can vote intelligently on a token inclusion proposal by reading the Council's research report. They do not need to independently evaluate every token themselves.
Council Powers
The Council can:
- Submit Stage 2 governance proposals directly (bypassing Temperature Check for routine index maintenance)
- Access the full treasury analytics dashboard
- Request a community-prioritised emergency governance proposal for time-sensitive token safety removals (standard 7-day voting period applies)
- Publish monthly protocol state reports
The Council cannot:
- Execute any action unilaterally
- Approve upgrades
- Move treasury funds
- Override community votes
All Council proposals still require a full $GAME community vote with the standard 66% supermajority.

Staggered terms prevent any single election cycle from completely replacing the Council, ensuring institutional continuity.
Compensation
Council members receive $GAME allocation from the Community & Ecosystem pool, with amounts set by governance vote. This ensures compensation is accountable to the community that elects the Council.
Monthly Protocol State Report
Each month, the Council publishes a public report covering:
- Current basket composition and weight summary
- Weight drift analysis (tokens approaching overweight/underweight thresholds)
- Tokens under review for potential addition or removal
- Governance activity summary
- Protocol health metrics
These reports are published on the GNDX governance forum and linked from gndx.finance.
Quarterly Rebalancing Recommendation
Before each quarterly governance rebalance, the Council publishes:
- Token analysis report — full data on all basket tokens (market cap, volume, audit status, on-chain activity)
- Candidate tokens — tokens that newly meet inclusion criteria and are recommended for addition
- Watch list — tokens approaching removal criteria (with timeline and conditions)
- Weight recommendations — proposed target weight changes for the next quarter
- Re-tier recommendations — tokens proposed to move between tiers
The community votes on the Council's full recommendation as a single proposal, or can propose amendments.
Removal of Council Members
Any Council member can be removed by a standard governance vote (66% supermajority, 48-hour timelock) if:
- They fail to publish required monthly reports for 3 consecutive months
- A conflict of interest is demonstrated
- The community votes for removal for any reason
A removed seat is filled at the next quarterly election cycle.
